Facia board repairs I have facia rotten some need torpair before ican get gutters installed lan you help me

There is box out of stainless steel about 7 feet up, inside is 1/2” PVC pipe which is supported by about 3” stainless steel bracket in the middle. That bracket have a base about 1”x1” and needs to be glued to the box. It is easy accessible. Person needs 6 foot ladder, acetone or other degreaser and glue.
