Handyman Job in Baltimore, Maryland

My rental property has no power to most of upstairs. There is no visible worn outlets or damage to receptacles or the surge box.ive had a few estimates and they all say the same. Only one said they were able to do a back feed in one of the upstairs rooms and all the rooms came on. This is baffeling. I'm a medical retired veteran who is not a career property owner only this one and moved to a better weather state for health reasons so no I don't have a huge budget to get this fixed. I have seen quite a few electricians get money bags in their eyes when I say it's a rental property. If you have encountered this type of problem and are willing to give a reasonable price please contact me. In addition I have a few ceiling riles in the dining room that need repair. I am accepting quotes for this as well.
